You are not actually paying anything less. What developers are doing is that they reduce the carpet area and increase the super built-up space. For starters, carpet area is the livable area, or the wall-to-wall area, that can be carpeted.
Super built-up is the non-livable area like lobby, lift space, flower beds, swimming pool, staircases etc. Since you pay for the super built-up area, discounts hold no meaning for you.
In real-estate parlance, this is called loading. So, though you get a discount for your carpet area, since you are paying for the entire 1, sq ft, you don't actually gain anything.
